Earlier in the same episode, Robert House, as played by Justin Theroux, who was announced as playing the part in August 2025 by Variety, can be seen using a similar piece of technology before the nuclear blasts. And the subject he uses it on has their head explode, which is consistent with the decaying subjects in Hank's lab.

While Hank is an employee of Vault-Tec, and Robert House is the founder and CEO of Rob Co., it seems as though Robert's technology is instrumental to Hank's plan, and the pair are working together to create something that will change the face of the new world in Fallout season 2.
